In 1897, W. F. Schultz and his partner John Riffe came to this area in Washita County and built a store out of undressed rocks. The rock for the building was quarried by hand locally and hauled to the location in a wagon. The store was very popular with the white settlers and with the Indians who called Mr. Schultz "the rock store man." When application was made for a post office to be located in the store, Mr. Schultz suggested "Rocky". Later a town was plotted just to the south of the store. The town of Rocky was officially opened and dedicated in April, 1898. This is a small agricultural town with a current population of about 155.
The Rocky town offices are located in a one-story red and white metal building located on Highway 183 (Main), at 700 Main Street. This is located on the south edge of town.
These offices are open Monday to Thursday from 10:00am to 2:00pm and serve this community of about 155 people. The town maintains a Facebook page but no information on their local government could be found.
