This is a nine foot high granite monument on South Main Street in front of the courthouse. Each of the four sides has an emblem at the base which shows the years 1901 and 1976. Around the seal are the words: "Kiowa County Diamond Jubilee" and "American Revolution Bicentennial". The monument was a Bicentennial project, funded by the citizens of Hobart, and placed in 1976.

The monument commemorates the settling of the city of Hobart, and the Bicentennial of the United States. The engravings show maps of the City of Hobart and Kiowa County, and gives information on Garret A. Hobart, for whom the town is named.
