Correctly the dictionary definition of a podger is 'a short bar of iron or steel used as a lever, especially for tightening a box spanner'. In this case the sign is actually showing a spanner rather than a lever for the spanner itself.
The inspiration for the sign is that the site where the pub was built was a small engineering company that would have used lots of podgers in its time.
