Conçu en 1917 par l’architecte veveysan Charles Gunthert et remis aux autorités locloises en 1918, l’Hôtel de Ville du Locle est le 4ème du nom. Sa construction, interrompue durant la Première Guerre mondiale, a nécessité la pose de 1244 pilotis en bois de 9 à 10 mètres de longueur.
Le bâtiment marie harmonieusement différents styles architecturaux: néo-renaissance, Heimatstil et Art nouveau. Son architecture, ses sculptures et ses peintures en font une oeuvre d’art totale.
Au-dessus des salles du Conseil communal et du Conseil général, un large fronton s’étend jusqu’au dôme en cintre où la fresque réalisée par Ernest Biéler a trouvé place. Les fenêtres à arc bombé, les pierres en calcaire du Jura et la tourelle élancée font de l’Hôtel de Ville un bâtiment singulier et monumental, rappelant l’autonomie communale.
Implanté au coeur de la ville, l’Hôtel de Ville constitue un îlot de liaison entre le quartier néoclassique de Junod (système orthogonal) et le nouveau quartier s’étendant à l’ouest.
