The Library and Culture House of Luarca (Asturias) is located at 24 C / Olavarrieta, the old medieval street of La Zapatería, which was once the main street in Luarca, headquarters of the shoemakers and leather tanners guild, known popularly as C / de Los Escalerones, passing through it the Camino de Santiago.
It is located in the south wing of the Palacio del Marqués de Ferrera, also known as Palacio de La Moral. This palace has two wings, joined by an arch, popularly known as the Arco Bayón.
The right wing, or south, where the Library and House of Culture is located, is the oldest and its tower, currently truncated, possibly dates from before the 13th century. Between this date and the 15th century it must have served as a residence for the representatives of the royal power, as there is evidence of its name as "Torre del Merino".
