In de duinen van Oostvoorne stond ooit een gebouwtje dat hoorde bij landhuis Zeeburgh en vanwege het mooie uitzicht "De Belvedère" werd genoemd. Het was in gebruik bij het bestuur van het toenmalige waterschap van Voorne. In 1732 werd in de duinen, vlakbij de Koepelweg, een nieuw, stenen gebouwtje opgetrokken met een achtkantige plattegrond en koepel. Het nieuwe gebouwtje kreeg de naam Koepel Zeeburg.
Vanaf 1742 kwamen de bestuursleden van de "Generale Dijkage van Voorne" en het Hoogheemraadschap van Voorne, de voorlopers van het huidige waterschap in deze koepel bijeen. De dijkgraven , leenmannen en heemraden vergaderden er niet alleen, maar zorgden er ook voor dat het samenzijn vaak erg gezellig werd. Zij dronken een goed glas wijn uit de zilveren hensbeker en schreven dichterlijke ontboezemingen in het drinkboek.
De Koepel werd, zoals zovele bouwwerken langs de Noordzeekust, in 1942 op last van de Duitse bezetter afgebroken. Het fraaie, opvallende gebouw stond in het schootsveld van de kanonnen, die onderdeel waren van de Atlantikwall.
Sindsdien spreekt de koepel tot de verbeelding van velen. Veel oudere Oostvoornaars herinneren zich nog het karakteristieke gebouw in de duinen met zijn ronde dak en de kenmerkende spits met windvaan, dat in de wijde omtrek zichtbaar was en onmiskenbaar zijn stempel drukte op Oostvoorne. De Koepel Zeeburg bood een uniek en weids uitzicht op duinen en zee.

In the dunes of Oostvoorne there used to be a building that belonged to the Zeeburgh country house and was called "De Belvedere" because of the beautiful view. It was used by the board of the then water board of Voorne. In 1732, a new stone building with an octagonal plan and dome was erected in the dunes near the Koepelweg. The new building was given the name Koepel Zeeburg.
From 1742 the board members of the "Generale Dijkage van Voorne" and the Hoogheemraadschap van Voorne, the predecessors of the current water board, met in this dome. The dike counts, vassals and heemraads not only met there, but also ensured that the get-together was often very pleasant. They drank a good glass of wine from the silver goblet and wrote poetic outpourings in the drinking book.
Like so many structures along the North Sea coast, the Koepel was demolished in 1942 by order of the German occupier. The beautiful, striking building stood in the field of fire of the cannons, which were part of the Atlantic Wall.
Since then, the dome has captured the imagination of many. Many older Oostvoorne residents still remember the characteristic building in the dunes with its round roof and the characteristic spire with wind vane, which was visible for miles around and unmistakably left its mark on Oostvoorne. The Koepel Zeeburg offered a unique and expansive view of the dunes and the sea.
