The Town Hall was built in 1915 and is described as Tudor Revival style. Originally the the Town Hall housed the town offices, the library and fire department. The library and fire department were moved to other buildings subsequently.
Russell is made up of two villages, Russell and Wornoco, with a population around 1650. Both are located along the Westfield River. Settlement was around 1725. Farming was a struggle in the area and done mainly for self sustenance than an industry. The village of Woronoco had the Strathmore Paper Company that manufactured high-quality bond paper. Today very little industrial or commercial exists, thus Russell has one of the highest tax rates in Massachusetts.
