This spherical piece is located inside the UCF Visual Arts Building, just outside both the UCF Art Gallery and the auditorium. It hangs from the ceiling and perpetually rotates.

The VAB is usually open, but if you want to be safe, you should visit while the UCF Art Gallery is open. This is weekdays from 10 AM to 4 PM.
