In 1903, and on the condition that the Ballard City Council provide the land and funds for its operation, Andrew Carnegie provided $15,000 for the construction of a new library on Broadway (now Market St).
The firm of Causey and Carney constructed the classical revival style building from plans drawn up by the architect Henderson Ryan. The library featured a men's smoking room and ladies' conversation room, as well as radiating stacks for books in the main room. Upstairs you could find an auditorium with 500 opera-style seats.
The doors opened on June 24, 1904.
The first librarian was
Ballard Register publisher George C. Hitchcock, who was paid $50 a month.
