In 1618 werd het Gemeentelantsreathuys of het Hoge Huis gebouwd op het Reghthuysplein in Nieuwkoop, in opdracht van Johan de Bruyn van Buytewech. De ene helft van het huis was bestemd als zijn woonhuis, de andere helft als raadhuis, gerechtsgebouw en gevangenis. De Toren werd gebouwd in 1627, als uitbreiding van het raadhuis.

In 1628 werd een nieuw raadhuis gebouwd: het huidige Reghthuys. De officiële reden was dat het Gemeentelantsreathuys te klein was geworden voor het bestuurlijk apparaat. De oppervlakte van het nieuwe Reghthuys was echter nauwelijks groter dan dat van het Hoge Huis. De ambtenaren verhuisden naar het Reghthuys, waardoor Johan de Bruyn van Buytewech zelf de beschikking kreeg over het hele Hoge Huis, met daarbij de Toren. Blijkbaar had hij voor zichzelf een soort kasteel in gedachten. Tot 1933 heeft het Reghthuys dienst gedaan als raadhuis van Nieuwkoop.

Op 19e en 20e eeuwse schilderijen is te zien dat de Toren scheef staat. Dit had meerdere oorzaken. De Toren werd gebouwd op de fundamenten van het Hoge Huis, die daar niet op berekend waren. Vervolgens werd het Hoge Huis in 2 fasen afgebroken in 1816 en 1859, waardoor de Toren zijn steun verloor. De derde oorzaak was de daling van het grondwaterpeil, waardoor de houten fundering gedeeltelijk boven het grondwater kwam te liggen.

In 1816 werd de kerk afgebroken, die op de plaats stond van de huidige Nederlands Hervormde kerk. Waarschijnlijk was de kerk ook vervallen door de daling van het grondwaterpeil. De kerkklokken werden overgebracht naar de Toren. In 1927 hing de Toren 90 centimeter uit het lood. Met behulp van zes vijzels en door verbetering van de fundering, wist gemeenteopzichter Pieterse de Toren weer in verticale stand te krijgen. De Toren werd gerestaureerd in 1957 en 1995.

In 1618, the Gemeentelantsreathuys or the High House was built on Reghthuysplein in Nieuwkoop, commissioned by Johan de Bruyn van Buytewech. One half of the house was intended as his residence, the other half as a town hall, courthouse and prison. The Tower was built in 1627 as an extension of the town hall.

In 1628 a new town hall was built: the current Reghthuys. The official reason was that the Gemeentelantsreathuys had become too small for the administrative apparatus. The area of the new Reghthuys, however, was barely larger than that of the Hoge Huis. The officials moved to the Reghthuys, which gave Johan de Bruyn van Buytewech access to the entire High House, including the Tower. Apparently he had some kind of castle in mind for himself. Until 1933, the Reghthuys served as Nieuwkoop's town hall.

19th and 20th century paintings show that the Tower is leaning. This had several causes. The Tower was built on the foundations of the High House, which were not designed for it. Subsequently, the High House was demolished in 2 phases in 1816 and 1859, causing the Tower to lose its support. The third cause was the drop in the groundwater level, which caused the wooden foundation to lie partly above the groundwater.

In 1816 the church was demolished, which stood on the site of the current Dutch Reformed Church. The church was probably also dilapidated by the fall in the groundwater level. The church bells were transferred to the Tower. In 1927 the Tower hung 90 centimeters out of plumb. With the help of six jacks and by improving the foundation, municipal supervisor Pieterse managed to get the Tower back into a vertical position. The Tower was restored in 1957 and 1995.
