At the "Pärnu rand" (Pärnu beach) is a red-painted tower of the coast guard.
The watchtower can be reached via several steps. An information board informs the guests:

The information board also informs about the meaning of the signal flag, that is waving on a flag pole on the tower:
Green - Bathing is safe! Water: above 18°C - Swimming is
safe for everyone - Weather: good
Yellow - Bathing is dangerous! Water: 16-18°C - Swimming is
dangerous for children, the elderly, and poor swimmers. - Weather: Variable
moderate wind
Red - Bathing is dangerous! Water: at 18°C - Swimming is
dangerous for everyone - Weather: Strong winds, high waves, thunderstorms,
environmental pollution
Purple - Bathing is dangerous! Water pollution!
At the time we were there a green flag was hoisted, but the tower was
closed with a padlock. Another board informs the guests about the
temperature of "Öhk" (Air) and "Vesi" (Water) and the current UV (ultraviolet) index.
