The text "eX CInere Me DenVo sVsCItaVIt rVpertVs praesVL IsnensIs", translates to "From the ashes I will be again awakened Rupertus Abbot Isny", with the V's converted to U's.
Abbot Rupertus was probably referring to the many fires that plagued Isny in the 1700's, including 1721, 1737, 1746, 1759, 1776. Abbott Rupertus was the last Abbott of the Abbey of Isny, and the town was part of the reformation of ownership ocurring in German States in 1803. It was affected in the following manner (source, is linked above):
"According to Section 24 of the Imperial Deputation Recession of 1803, the Abbey and town of Isny, along with an annuity of 11,000 florins assigned to Ochsenhausen, were awarded to Imperial Count Otto von Quadt as compensation for the lordships of Wyckradt and Schwanenberg, which he had owned across the Rhine. The county, formed from the town and the Abbey, along with its territory, was seized on March 2, 1803, and the count thus joined the ranks of the Swabian Imperial Estates. On April 12 of the same year, Rupertus, the 48th and last Abbot of Isny, left the abolished abbey."
