This is a sculpture located in Tibbits Park between Westchester Avenue and South Broadway in White Plains, NY.

The top portion swivels around in the wind sort of like a weather vane does.

Quicksilver is the working model for the Perless' 'full size' sculpture called Orion’s Belt, in Corpus Christi, TX which is comprised of three wind vanes (each 55 feet long, 27 feet high and 14 feet wide) and 14 12-inch round pavers placed throughout the city, Orion’s Belt mirrors the placement of the primary and secondary stars of the constellation of the same name.
