Phelps county was organized in 1873 and the county seat was moved to Holdrege in 1884. A small structure already in existence served as a courthouse until a larger building was finished. The present stone courthouse was constructed 1910-1911.
The courthouse occupies a typical courthouse square near the main downtown street in Holdrege. A newer addition to the building was constructed in the same Beaux Arts style as the original courthouse.
In 1990 the courthouse was placed on the National Register of Historic places.
