The statue of Simon Bolivar, "The Liberator" stands a few blocks southwest of the White House in Washington, DC. Bolivar (1783 - 1830) was born in what is now Venezuela, and led revolutionary forces that gained independence from Spain for what are now the nations of Venezuela, Ecuador, Bolivia and Peru. For the last few years of his life, he was president of "Greater Colombia" as the federation of the four liberated countries was known.
According to "Who Is That Man, Anyway?" (visit link) the tip of Bolivar's sword is 27 feet high. The site also states that the statue is at the intersection of 18th and E Street in DC, but it is really located in the triangle formed by the intersections of Virginia Avenue, 18th Street and C Street, about 60 yaerds southeast of the main entrance to the Department of the Interior Building on C Street. The statue is bronze on a black marble base, and appears to be a bit larger than twice life-sized.
To reach from the east side of the base of the Washington Monument, walk north on 15th Street for about 350 yards to Constitution Ave. Turn left and walk west on Constitution for about 0.38 miles to Virginia Avenue on the right. Turn half-right and walk northwest on Virginia Avenue for about 165 yards and the statue on the right, immediately past 18th Street.
