This area used to be part of the old army base, Fort Ord; it is gradually being converted to civilian uses of housing, office space, and shopping. This Target store is never as crowded as the Target in Sand City, partly because not many houses have been built nearby (at least not yet). Also it seems uncrowded because it is one of the larger Target stores - so there is plenty of room inside for lots of aisles and people too.
