This very first two-story Target store was the result of compromise with city zoning that was resistant to the usual sprawling suburban store footprint. It caught some notice at first because it has a shopping cart escalator to take your cart from one floor to the other. It was featured in news reports and locals brought visitors to the store to try it out. Since then Target has seen higher revenue from two-story vs one-story stores and recent stores are now often built with a multi-story design.
