Residents of the northern end of Vancouver Island felt that they had a carrot dangled in front of them for years, in the form of a promise of a proper highway connecting them with the rest of Vancouver Island. By the 1970's many of them were fed up with promises and undertook to hold the provincial government accountable. The campaign was a success, and there is now a good highway, encouraging tourism and making residents lives much easier.
