Color the Skies is an annual festival, held at Labor Day Weekend in Mistlin Park in Ripon, California. It is organized by a non-profit organization supporting Children's Hospital Central California.
Unfortunately, in 2009, wind conditions didn't allow the balloons to fly up in the air, they only did some tethered lifts up about 100 feet. But it was still fun watching it.
