This piece of art consists of a large, circular piece set in the ground at about a thirty degree angle. Two rectangular pieces, set off from one another at about forty-five degrees, are set flush against the circular piece. All three pieces feature boxes and wheel-like shapes in relief, suggesting the cogs of wheels and other industrial imagery. Rectangular pieces, which are also set into the ground at about thirty degrees, are also wedge-shaped, tapering to the ground at the point farthest from the main piece. Each has a right-angled end-piece and "stairs" reversing back on themselves at the very end.

The sculpture was specifically designed for Buffalo State. The artist chose the site on campus where the piece would stand, its current location, between Cleveland Hall and Bacon Hall. Aycock described Universe Wheel as representative of astronomical devices for observing and contemplating the universe.
