John Septimus Roe (1797–1878) was one of the founders of the 'Swan River colony', the original foundation of the city of Perth and ultimately the State of Western Australia. He was the first Surveyor-General of Western Australia, and arrived on the first fleet. He surveyed the Swan River area, mapped out the cities of Perth and Fremantle, and allocated land for settlers who were eager to take up their allotments.
Following on from his surveying duties he was an active explorer of Western Australia, an active 'amateur' scientist, and a member of the state parliament for four decades. His most visible legacy is Kings Park, a large parkland preserved for public use, to the immediate west of the city. His name is attached to a sizeable number of institutions in the state.
The statue is located on the corner of Victoria Avenue and Adelaide Terrace.
