This memorial is just inside the park that is connected to the city offices. There is parking very nearby and the memorial faces the parking and the city offices. It is a 3 panel memorial that is continuous of itself. There is a nice paver brick walk up to this memorial and it is surrounded by a garden box and small gardens.
