This is one of many works in the San Diego Port District's Urban Tree Project. This one is located in front of the Cruise Ship Terminal near Broadway Pier.

Each year since 2003, the Port District has held a competition for 30 trees to be placed along the San Diego harbor waterfront. This tree, which has mobile components, is from the Urban Trees 6 installation in 2009...and there is an asking price of $18,000.

"This 16½ foot tall aluminum sculpture is an abstract expression of arborescent life. It grows upward to a peak from a solid rounded foundation, balanced by suggestions of limbs and leaves that move in the breezes, alive with unbalanced horizontal vectors, repeating the endless variety in nature."
Never heard of "arborescent"?, well, here is part of the definition (the understandable part) from Wikipedia:
