This Underwater Park is a City of San Diego Park established in 1970 (inexplicably, it doesn't have its own City webpage as do other City Parks).
The Park spans over 6,000 acres and within the Park are also an ecological reserve where no fishing or scavenging is permitted and a separate Marine Life Refuge where recreation and fishing ARE permitted.
The area is popular with divers, snorkelers and kayakers. The area has artificial reefs and kelp beds which keep the wave movement gentle. As of 2010, one area of the Park was inhabited by sea lions and in another area seals have encroached upon a designated children's pool (cove).
