Each of these bike racks has a different flower sculpture attached to it. These sculptures were originally attached to a different set of racks but during a renovation they were torn out and the sculptures got moved to a new set of racks. The new location is better as it offers more shelter and keeps your bike closer to the door. There is almost always a bike attached to the bike rack.
