The 4S Ranch branch of the San Diego County Library, built in 2007, was designed with the needs of computer users in mind. Unlike some older libraries built before laptops were common, this one has three long counters (with convenient electric plugs, and views of scenic hillsides beyond the surrounding shopping center), each of which can accommodate 3 users. There's even a typewriter.
There are also several Internet-wired computers available elsewhere in the library; a library card number is required to use those, but not to use the Wi-Fi.

No food or drink in the library, of course, but there are several restaurants and coffee shops in the same shopping center as the library. (At least one of them, Panera Bread, also has Wi-Fi.)
