This is one of two different plaques marking the establishment of Joliet's Bicentennial Park.

Similar to but different from the nearby WM8159, this plaque is located on a boulder and it's text reads:
"To commemorate our nation's 200th birthday in 1976
the Will-Joliet Bicentennial Park, Inc. built
Bicentennial Park with its theatre and bandshell on historic
Bluff Street. It was given to the City of Joliet.
In 1987 to celebrateJuliet/Joliet's 150th birthday
this walkway along our first street was inititaed by
placing boulders to mark the sites of Joliet's first
homes and businesses.
Charles P. Connor Mrs. William C. Limacher
Mayor of Joliet President, WJBP, Inc."
and, indeed, there are about 2 dozen boulders with historical plaques scattered around this Park...including a peace memorial, a 911 Memorial, a Veterans Memorial, etc.
