The tunnel was built for the Wheeling Bridge and Terminal Railway in 1888-89. This provided for an approach to a bridge over the Ohio River to Martin's Ferry, Ohio. The nearby Mount Wood Tunnel was built at the same time. It later became part of the Pennsylvania Railroad..
The tunnel was recently surveyed for possible use as a recreational trail.
