An old brick building is located at the northeast corner of Champlin Park, located at South Van Buren (Hwy. 81) and Owen K. Garriott. The building once housed the Highway Patrol and the Enid Information Center, and is now home to R.S.V.P. This is a non-profit organization (Retired and Senior Volunteer Program) dedicated to bridging the gap between those who need and those who want to give. The building also houses the Enid Mobile Meals program.
Outside this building, in a small garden area is this black metal free-standing four-faced clock. Above the clock faces, "R.S.V.P." and "The Harris Family" are printed.
