The guidebook reads:
KEMP HALL, North Market and East Church Streets, a three-story brick structure now occupied by business firms and lodges, was erected in 1860 and named for a local resident. The assembly meeting in it in April 1861 decided it had no authority to vote Maryland out of the Union.
