These are apparently the ruins from homes built around the Akerhus Fortress in the 17th century.

Set adjacent to one of the entrances to Oslo's Akershus Fortress are what appear to be the foundation stones of multiple buildings. A nearby sign is in Norwegian and reads:
"BYGÅRDER FRA DET ELDSTE CHRISTIANIA 1624-1880
EIENDOMSGRENER ANGITT MED PILER

which Google, no doubt with flaws, translates as:
"Townhouses THE OLDEST CHRISTIANIA 1624-1880
PROPERTY DISCIPLINES PROVIDED WITH ARROWS
The fort's defenses were extended
In 1700 - YEARS AND PALISADE SET UP
RUIN THE AREA IS SET IN STAND BY contribute from
SPAREBANKEN OSLO AKERSHUS"
