Webster was a Revolutionary War veteran who was the first permanent white settler in the Syracuse area. He was instrumental in establishing good relations with the Onondagas who called the area their home. Over a period of 30 years he became the first Town Manager of what was to become Syracuse.

Plaque text reads:
