This one-and-one-half story Bungalow is thought to have been built around 1912 for Orvillie Ballou. She was the older sister of Anna Ballou Hofer, and sister-in-law of Andrew Hofer who, with his brother, Col. E. Hofer, owned and ran the Salem Daily Capital Journal newspaper. Their house was on the corner of Court and Chemeketa Sts. Orvillie owned and taught at "Miss Ballou's School" in Salem, and later moved to Pasadena, CA where Anna lived after the death of Andrew. Orvillie sold the house to Wharton and Viola West in 1920. The West family lived at the house until selling it in 1943.

A prominent feature of this house is the fully-recessed porch with the three arched bays and decorate woodwork on the support pillars.
