The Webster Muncipal building was designed and built by the MA Dyer firm of Worcester, MA. It build on the site of one of Webster's first stores, the Wiswall Block. It is one of the largest neo-classic buildings built at its time. Built with brick and granite, it was erected in 1928. It houses all of the town offices, a large hearing room, the selectmen's meeting room, and a large banquet hall. It also has an auditorium that can seat 1638. A new wing was added so that it could connect with the Bartlett High School, which is directly behind the Town Hall. The Clock and tower was originally on the high school and moved when the building was constructed.
