The grounds were given to the former Soviet Union in 1942. The original building was a mansion owned by J.R. Booth, a prominent local businessman.
The current Soviet-style building was built in 1957 after a catastrophic fire resulted in the demolition of the original building. The grounds were enclosed by concrete walls for many years until the fall of the Soviet Union. After that the walls were replaced with the present fencing to showcase the lessening of tensions.
