A 10' by 32' by 13' yellow painted aluminum sculpture dominates the east side of the Empire State Plaza in Albany, NY. This sculpture by George Sugarman created between 1967 and 1971. It was acquired by then Governor in Nelson A. Rockefeller as part of an extensive art collection on display at the new State Capitol complex.

Bright yellow rings and ovals that are attached to each other in three groupings that are arranged horizontally. In front of the sculpture a plaque on a stand is inscribed.
