I am at a loss to explain what this statue is supposed to represent, but if I try hard, and am forced to provide an explanation, I will submit that my interpretation is that Bart Simpson has invaded our culture and parts of him are everywhere...even in the thoughts of this poor chap, as he tries to shop in the St. George's Mall/Fan Walk in Cape Town.

This public sculpture was the winnner of a 1998 a public sculpture competition for the city of Cape Town. It was unveiled on Friday, 26 May 2000 at 1 pm in St George’s Mall where it intersects with Waterkant Street. It is 3 meters tall and was created by Brett Murray, (born 1961 in Pretoria) who earned a Masters degree in Fine Art from Michaelis School of Fine Art, and whose work is on display worldwide and can be found in numerous public and corporate art collections. Here is another quote from an online article that mentions the statue (and the link).

"The Fan Walk is the walk from St Georges Mall to the Green Point Stadium. The 2.6km distance means that you should start it with ample time to spare, especially if you, like me, are a dawdler. The walk starts off at St Georges Mall, so make sure to examine what local talent Brett Murray has put together. Simply titled Africa, this bronze sculpture with Bart Simpson heads has been both hailed and critiqued. Some were duly offended and saw the mixing of traditional African art with an American pop culture icon as tasteless. Personally I hope he makes another one with Homer."
