Also known as the Wallace Building, this his two-story brick building was designed by noted local architect Charles Burggraf. It was built in 1915, replacing an 1880s structure that burned in 1914. At the time of the historic district nomination, the building was covered with an aluminum facade that was removed during a recent restoration project (2008-2010). The building housed a J.C. Penney store for many years, until Penney's moved to the mall in the 1980s (and since closed.) It now houses a salon and spa.
