This monument marks the zig-zag border that snakes through the twin towns of Tweed Heads (NSW) and Coolangatta (Qld). It is the only land border crossing in Australia that dissects two towns - the Murray River dissects towns on the NSW-Victorian border.
The border between the two states was surveyed in 1863 by Francis Edward Roberts from Queensland and Isaiah Rowland from NSW. They began at nearby Point Danger, carving both their names on a rock - hence the FER and R on the monument.
