A joint venture between the Heritage Society and the city's Preservation and Redevelopment Board, Whistle Stop Plaza was built in 1999 on the site of the city's original train depot. This was where Irving was founded by railroad surveyors J.O. Schulze and Otis Brown when the first lots were auctioned off on December 19, 1903.
The vintage-style clock tower stands 70 feet high; it was built upon a granite base complete with historical markers and plaques.
The four clocks are facing the exact N/E/S/W cardinal directions, with the Southern and Western faces being the ones most visitors recognize (as they face a nearby visitors parking lot and the beginning of the city's "Main Street"). The chime for the clock tower is computerized and was functional at the time of this waymark's posting.
As the clocks were meant to be seen from as far away as possible, they do not possess many ornate characteristics: they have a round and flat white central face with stylized hour & minute black hands surrounded by black Roman numerals. Also, each clock has either a name or date carved below it:
* South- and North-facing clocks: "Irving"
* East-facing clock: "1903" (i.e. the city's founding year)
* West-facing clock: "1999" (i.e. the tower's build year)
