Hard to see in the photo but these steps open along side the wagon road into the cemetery (or to). Me have seen one similar when me was a little tike, next to the general store in the little town where me grew up, and was a coach steps for the elderly
The Google satelite view overhead you can see the old road very clear right up to the steps.
