"An abstract sculpture consisting of a stainless steel blade emerging from a broken conical form with a honeycomb interior. The sculpture represents the strength and mass of governmental functions in the 20th and 21st centuries. The stainless steel blade symbolizes the "soul" breaking free. The exposed honeycomb pattern within the cone form mirrors the boxed-off offices contained within the three surrounding governmental buildings."
