I think this freestanding arch at the entrance to the park is newly built. It does have a plaque that states the land was gifted to the park before Citrus Heights became incorporated. An electronic bulletin board provides announcements.

Fred and Julia Rusch gifted it in 1950. The arch is tall enough for large trucks, including garbage service. The park includes a community swimming pool (outdoor), a skate park, group and individual picnic areas, walkways, sports areas. Some facilities can be reserved for special events.
The local high school holds all class picnic day here each year.
One message on the electronic board reminds folks " Parks Make Life Better"
No fee for entrance. Fee for swimming (after a.m. lessons).
There appear to be lights in the arch towers (helpful during winter evenings or just so folks notice it).
