The plaque reads:
"Ce monument élevé en 1889 en l'honneur du centenaire de la Révolution française par la fédération républicaine du Var, a été inauguré le 20 avril 1890 par Mr Carnot président de la République, Mr Fouroux étant maire de Toulon"
Translation:
"This monument, built in 1889 in honor of the centenary of the French Revolution by the Republican Federation of the Var, was inaugurated on 20 April 1890 by Mr Carnot President of the Republic, Mr Fouroux being Mayor of Toulon."
The Fountain of the Federation, inaugurated by President Carnot in 1890, marks the centenary of the French Revolution. It depicts three figures carved from Calissane stone and representing Freedom (center), Force (left) and Justice (right).
