Decades ago this small park was created by the former city of Hull. The park was named after Joseph Baker (1896-1970) who was a conseiller municipal de Hull from 1934 to 1944. Alderman Baker was buried in Cimetière Notre-Dame.

The park is surrounded by residential homes on rue Millar and boulevard Alexandre-Taché. There are two entrances to the park from rue Millar. The park is large enough for an outdoor skating rink, one trash bin and one picnic table.
