This flags display is located near the gatehouse leading into Confederation Park, a conservation area owned by the City of Hamilton and managed by the Hamilton Conservation Authority. Formerly the Conservation Authority charged an access fee for entrance-by-vehicle to the park, but the entrance fee was removed several years ago.
There are 14 flags in this display: one for each of the 10 Provinces and 3 Territories along with the Canadian national flag.

They are loosely arranged east-to-west in the same layout as the country, with the Canadian flag at the center:

Although easily viewed from within the park, the flags are also well-shown to motorists on the North Service Road / Van Wagners Road.
