The bridge was built "upside down" in order to limit the size of ships passing through the canal. Railroad companies possessed much power at the turn of the century, and built the bridge this way to force companies to use rail to transport goods.
This truss is referred to as a deck truss and was commonly used in valley crossings. One set of railroad tracks are in place on the bridge. It is still used about twice a week.
Parking is available in nearby Upson Park, which can be accessed from Clinton St.
