The water tower was part of the airbase water system. It provided water storage for fire protection and use by the troops stationed at the glider base. The airbase water system is still in use by other industries in the area. It is one of three water towers for the water system.
The water tower is situated behind the old Luter Packing Site. The then towns of Laurinburg and Maxton obtained the property from the US government at the end of the '40s. Luter Packing opened here in the early '50s after World War II Airbase closed. It remained into the sixties. It served another food production plant briefly. A textile company, Charles Craft had their manufacturing facility in the building until building a new facility across the street.
