De gedenkplaat hangt aan de Sint-Laurentiustoren, gelegen langs de Willem De Roolaan, tegenover het huis met nummer 28, ten (noord)oosten van de Onze-Lieve-Vrouw-kerk, in een bebouwde omgeving.
Historische achtergrond
De Sint-Laurentiuskerk stamt uit de 13de eeuw. In de 14de eeuw werd de kerk, op de toren na, verwoest. De toren werd vervolgens opgenomen in de verschillende fortificaties en ommuringen van de stad. In 1818-1822 werd de toren met een derde verlaagd en tot buskruitmagazijn ingericht. In 1861 werden de vestingen ontmanteld en kwam de toren terug vrij te staan.
Tijdens de Eerste Wereldoorlog diende de toren als observatiepost en werd hij zwaar beschadigd. Toch is het nog één van de weinige, middeleeuwse getuigen in Nieuwpoort na de Eerste Wereldoorlog. Men geloofde dat de duivel erin zat en ervoor zorgde dat de toren onverwoestbaar was. De ruïne van de toren werd in 1983 beschermd als monument, de onmiddellijke omgeving als stadsgezicht.
De gedenkplaat werd onthuld op 1 september 1957. Voor de plechtigheid begaven de personaliteiten en genodigden zich van het stadhuis naar de kerk waar een plechtige mis werd opgedragen. Aan de Sint-Laurentiustoren werden redevoeringen gehouden door de burgemeester van Nieuwpoort en door kolonel Robert Thys. Daarna werd aan elk van de herdenkingsplaten in de stad opgericht voor de sapeurs-pontonniers een bezoek gebracht.
De gedenkplaat herinnert aan de compagnie Sapeurs-Pontonniers. Over de stad verspreid hangen nog gedenkplaten die herinneren aan de locaties van de schuilplaatsen van manschappen van deze compagnie.
De compagnie Sapeurs-Pontonniers werd opgericht op 2 september 1915. Zij stond in voor het onderhoud van de sluizen en de hydraulische inrichtingen van het Belgische front.
De afdeling Sapeurs-Pontonniers stelde zijn rustkantonnement en zijn werkhuizen op te Veurne, op het kruispunt richting Bulskamp. Eén peloton werkte onafgebroken aan de sluizen te Nieuwpoort, één peloton voor het nachtwerk was te Wulpen gekantonneerd en één peloton op halve rust logeerde te Veurne. De compagnie beschikte over een peloton fietsers, over drie secties duikers en over een technisch bureel.
De compagnie Sapeurs-Pontonniers had gedurende de oorlog 27 doden te betreuren, naast 50 gewonden en 143 slachtoffers van gas.

Ruïne van toren met daarop bronzen gedenkplaat in de vorm van een drieluik, met verhoogd middendeel, in verticale registers verdeeld en afgeboord met een smalle bronzen lat.
Op het middenluik: bovenaan 'Centuriis Fabrorum Exercitus Belgici Civitas Novus Portus Memor 1914 1918', links boven staat het wapenschild van België waaraan een oorlogskruis is opgehangen, rechts boven een helm en een anker, daaronder 'Nieuport et les inondations de l'Yser 1914 à 1918', 'Nieuwpoort en de onderwaterzetting van het IJzergebied 1914-1918', dan volgt eenzelfde tekst in 2 landstalen, Frans en Nederlands:
'Les manoeuvres d'inondation de l'Yser ont été poursuivies à Nieuport en permanence du 21.10.14 au 2.9.15 par le Génie belge fonctionnant sous le nom de "service des inondations" avec le concours notamment des cptes Thys R. et Umé F. du lt Dumont (†) du sergent Ballon des soldats Cop et Van Belle des chauffeurs Havenith Fulgoni et Lequarré et du batelier Henri Geeraert'. 'Une compagnie spéciale pour l'entretien et la manoeuvre des ouvrages hydrauliques du front belge dénommée primitivement cie des sapeurs-mariniers et par la suite cie des sapeurs-pontonniers fut constituée le 2.9.15 à l'initiative du ct Robert Thys. Elle fut commandée par lui jusqu'au 18.10.17 et ensuite successivement par le lt Risack et le ct Loché'. 'La Cie des sapeurs-pontonniers qui travaillait journellement aux écluses de Nieuport avait installé ses cantonnements de repos et ses ateliers à Furnes au carrefour de la route de Bulscamp. Elle a été parmi les plus éprouvées du front comptant rien que dans son effectif propre 27 morts 53 blessés et 156 gravement gazés'.

'De kompagnie van de "sapeurs-pontonniers" die dagelijks aan de sluizen van Nieuwpoort werkte had haar rustkantonnementen en werkplaatsen te Veurne gevestigd nabij het kruispunt van de weg naar Bulskamp. Zij behoorde tot de zwaarst beproefde kompagnies van het front. Zij telde 27 doden 53 gewonden en 156 door giftgassen ernstig getroffen manschappen'.
In het midden tussen deze teksten is een deel van het stadsplan van Nieuwpoort afgebeeld met de volgende legende: 'Abris de la Cie - Schuilplaats van de Cie', 'A koks cuisiniers', 'B 20 manschappen hommes', 'C wielrijders cyclistes', 'D officieren officiers', 'E kunstschilder Bastien peintre', 'F sluiswachters éclusiers', 'C 6 manschappen', 'H 40 hommes'.
Helemaal onderaan de tekst staat: 'Chacun des abris de la compagnie est indiqué sur place par une plaque commémorative répérée par une lettre au plan de situation ci-dessus'., 'Elke schuilplaats van de kompagnie is met een letter aangeduid op bovenstaande kaart, een herdenkingsplaat is aangebracht op elk gebouw waar een schuilplaats was gevestigd.'. Op het linkerluik: 'Cie des Sapeurs-Pontonniers morts pour la patrie gestorven voor het vaderland', de namen: 'Blessés - Gekwetsen', de namen. Op het rechterluik: 'Gravement gazés zwaar gegazeerden', de namen, alle namen zijn alfbetisch gerangschikt. De letters en het stadsplan zijn uitgevoerd in vlakreliëf.

The memorial plaque hangs on the Sint-Laurentius tower, located along Willem De Roolaan, opposite house number 28, to the (north)east of Onze-Lieve-Vrouw-kerk, in a built-up area.
Historical background
The Sint-Laurentius church dates back to the 13th century. In the 14th century the church was destroyed except for the tower. The tower was then incorporated into the various fortifications and enclosures of the city. In 1818-1822, the tower was lowered by a third and turned into a gunpowder depot. In 1861 the fortifications were dismantled and the tower was set free again.
During the First World War, the tower served as an observation post and was heavily damaged. Nevertheless, it is still one of the few medieval witnesses in Nieuwpoort after the First World War. It was believed that the devil was in it and made the tower indestructible. The ruin of the tower was protected as a monument in 1983, the immediate surroundings as a townscape.
The memorial plaque was unveiled on 1 September 1957. For the ceremony the dignitaries and guests went from the town hall to the church where a solemn mass was celebrated. At the Saint Laurent tower speeches were made by the mayor of Nieuwpoort and by colonel Robert Thys. Afterwards a visit was paid to each of the memorial plaques erected in the town for the sapeurs-pontonniers.
The memorial plaque commemorates the Sapeurs-Pontonniers company. Throughout the city there are still plaques that recall the locations of the shelters of men of this company.
The Sapeurs-Pontonniers company was founded on 2 September 1915. It was responsible for the maintenance of the locks and hydraulic devices of the Belgian front.
The division Sapeurs-Pontonniers set up its rest cantonment and its workhouses in Veurne, at the crossroads in the direction of Bulskamp. One platoon worked continuously on the sluices at Nieuwpoort, one platoon for the night work was encamped at Wulpen and one platoon on half-rest stayed at Veurne. The company had a platoon of cyclists, three sections of divers and a technical office.
During the war the company Sapeurs-Pontonniers had to mourn 27 dead, besides 50 wounded and 143 victims of gas.

'The flooding manoeuvres of the Yser were continued in Nieuwpoort continuously from 21.10.14 to 2.9.15 by the Belgian Engineers operating under the name "flooding service" with the assistance of, among others, Counts Thys R. and Umé F. of Lt Dumont (†) of Sergeant Ballon of Privates Cop and Van Belle of the drivers Havenith Fulgoni and Lequarré and of the boatman Henri Geeraert.' A special company for the maintenance and manoeuvre of the hydraulic works of the Belgian front, originally called the sappers' company and later the sappers' company, was constituted on 2.9.15 on the initiative of Lt Robert Thys. A company specially charged with the maintenance of the locks and the waterworks on the Belgian front initially called "sapeurs-mariniers" and later "sapeurs-pontonniers" was formed at the request of commander Thys on 2.9.15 and worked under his command until 18.10.17. Lieutenant Risack and commander Loche then took over the command successively'. The company of the "sapeurs-pontonniers" who worked daily at the sluices of Nieuwpoort had their resting quarters and workshops in Veurne near the crossroads of the road to Bulskamp. It was one of the hardest hit companies of the front. It counted 27 killed 53 wounded and 156 men severely hit by poisonous gases'.
